Press Start to start the game and Restart Game for a new one. The 10 buttons on the Control Panel usually transfer you to another city, but occaisionally leave you in your current one. For each city, the same buttons will take you to the same place for the length of the current game. It is best to remember these so you don't end up in a loop. For a few cities, near the borders, one or sometimes two of the buttons provide an escape route to freedom. The comments provide clues to where your pursurers are and how intense the search is. There is no time limit in this game, you are either caught or you escape.

Strategy The best strategy is to keep track of which button moves you where and to use this to head to and return often to cities near the frontier. At frontier cities, paying attention to the buttons used that did not lead to freedom will also help to keep you out of the Gulags.
